Warm Homes: Local Grant
WORKING TOGETHER
North East Derbyshire District Council has appointed Sustainable Building Services (UK) Ltd to offer energy efficiency improvements, such as insulation and solar panels, to households that meet eligibility requirements.
If your household is privately owned (by you or by a private landlord) and is on low income, getting means-tested benefits or living in a certain postcode area, your property may be eligible for this fully-funded scheme. It is delivered with support from the UK Government as part of the national Warm Homes: Local Grant initiative.
To be eligible, your home must:
Be located in north east derbyshire – your council is NORTH EAST DERBYSHIRE DISTRICT COUNCIL
(households within Chesterfield Borough Council and Bolsover District Council should contact their respective council to check if the Warm Homes: Local Grant scheme is available in their area)
be A privately owned HomE
(either by you or by a private landlord – not a local authority or housing association)
have an Energy Performance Certificate (EPC) rating of D, E, F or G
if you do not know your home’s EPC rating, we can check when you apply or conduct a survey to confirm
and meet onE of the following household criteria:
GROSS INCOME
Your gross household income must be £36,000 a year or less
NET INCOME
If your net income is £36,000 a year or above, please see below for an alternative route.
or
POSTCODE
You live in a certain postcode area with a gross household income up to £50,000 a year
The Government have included households which reside within Indices of Multiple Deprivation (IMD) Income Deciles (ID) 1-2 in each local authority area
For North East Derbyshire District Council, this route qualifies approximately 313 postcodes in the District.

Health & Proxy Referral
We are aware of households where someone suffers from a severe or long-term health condition that is made worse by living in a cold home. Under this route, the Local Authority must receive a referral from a healthcare professional and pair this with further qualifying criteria. If you have one of the following health concerns, please don’t hesitate to apply so we can explore this further:
- A cardiovascular condition
- A respiratory disease
- Limited mobility
- Immunosuppression
Alternative Eligibility: Income above £36,000
A household can qualify if its total annual income before tax is under £36,000, or if it meets the “after-housing-costs” (AHC) criteria.
AHC means the money left over from your household income after paying rent or mortgage. This doesn’t include other expenses such as:
- Council tax
- Utility bills (gas, electricity, water)
- Ground rent or service charges
To check eligibility under the AHC route, the calculation is:
- Start with total household income after tax (net income) – this is the income paid into your bank account from your employer(s) – i.e. household ‘take-home’ pay
- Subtract rent or mortgage payments
- Compare what’s left to a set allowance that varies by household size
Example 1:
A family of 2 adults and 2 children have combined household earnings £42,000 a year before tax.
After standard deductions (e.g. income tax/national insurance/pension), their income reduces to approx. £32,901 per year (£2,742.00 pm).
They pay £7,800 per year (£650 a month) for their mortgage.
Once housing costs are taken off, their AHC income is £25,101.
Because this is under the scheme’s income limit, the family would qualify.

The non-means-tested benefits below, that pay for necessary goods and/or services related to a disability, should be excluded from a household’s income calculation:

*”Dependent children” are people living in families who are either aged under 16 years, or aged 16 to 18 years and who are in full-time education, excluding children aged 16 to 18 years who have a spouse, partner or child living in the household.

Energy Generating Measures
With solar panels you can generate energy for your home which can reduce the amount of energy needed from the grid. Where you have a surplus of energy, you may be able to sell energy back to the grid.
Battery storage, when installed with solar panels, also allows you to store excess energy generated during the day to use at night.
